- using the Rate-API

Removed deprecated topology container

All GlobalComponent are automatically added to the Binder on system
configuration.

leading to sub-elements with the same tag being initialized only once
(e.g., multiple topology `<view>` instances within `<topology>` would
only result in *one* topology view being instantiated)

Added two classes to visualize images as background. One loads background-images at runtime; Also runtime-loading of POIs are now possible
