Error correction in JSON Attraction Generator

Remodelled attraction points generators to a common abstract class and interface

GPS Calculation adaptions (moved GPS transformation to GPS!)

Added the possibility to add own pause times to Attraction Points and moved logic form the basic attraction points to the AttractionPointIMPL (needs renaming I think).

- JSON Attraction Generator: Now takes an upper limit int for only using the first n locations from the given JSON file.
- JSON Placement: Places nodes on *all* attraction points and not only the first.

- Attraction Points with weights and radii
- Local movement with correct speed in scaled scenarios
- New weighted transition strategy for local movement

- removed obsolete and duplicate modular movement classes (check your
config-files, you might need to replace "modular" with "modularosm" in
some cases

fix transition strategy to only fire once an Attraction Point is reached
remove POI limitation for Json-based Attraction Points

enabled direct instantiation of custom attraction points in the XML
config
